I can call but not make and use off the Internet, like some help.
Can I reinstall it maybe with another elaborate program.

That all depends on where these grey market iPhones comes from. Many locations like Hong Kong now have fully SIM unlocked iPhones directly from Apple. These types of grey market iPhones will not have any OS upgrade restrictions in China</description>
